Sarpy County approves $176,896 exterior-repair contract; routine consent items, tax correction pass

SARPY COUNTY, Neb. — The Sarpy County Board of Commissioners on Sept. 30 awarded a $176,896 contract to repair the exterior insulated finish system (EIFS) at the county’s Juvenile Justice Center and sheriff’s office, approved several routine consent items including a tax correction, and recessed for an executive session to discuss litigation.

Assistant County Administrator Beth Garber told the board the county opened three bids on Sept. 10 for the EIFS repair and restoration project for the Juvenile Justice Center (JJC) and the Sarpy County Sheriff’s Office. "The low bid was Revival Caulking and Restoration in the amount of $176,896. The (other) was $554,478," Garber said. She showed images of cracking and discoloration on the buildings’ exterior and said work is expected to be completed at the sheriff’s office "by October" and at the JJC "by 2026." Garber said some wall sections will likely need full replacement while most can be restored. "There are portions of the wall that will probably need to be replaced completely. There are other portions of the wall that can be restored. Most of the portions can be restored instead of a full replacement," she said.

Commissioners voted to approve the award. Motion and second were recorded in the meeting; the board voted in favor and the motion carried.

The board also handled routine business. The Consent Equalization Agenda was approved (motion by Warren, second by Burmeister). A tax correction (listed in the transcript as "17641") was presented by the assessor’s office and approved after a motion by Burmeister and a second by Kelley. The board approved the Consent Commissioners’ Agenda on a motion by Kelley, seconded by Mixon. Each motion received an affirmative vote and was carried, as noted in the meeting record.

During the Commissioners’ administrative comments, Commissioner Kelley asked whether a potential federal government shutdown that evening would affect county operations. County staff responded, "No. It shouldn't," and said they were not aware of any county services that would be shut down as a result.

Later in the meeting the board voted to move into executive session to discuss litigation. The board went into executive session at 3:08 p.m. with discussion limited to litigation, returned to regular session at about 3:45 p.m., and then adjourned.

The meeting record lists county staff and elected officials present, including County Administrator Bonnie Moore, Clerk/Register of Deeds (identified in the transcript as Tabbye/Tevvy Belushi), Treasurer’s Office representative Jason Carter, and Assessor Dan Pittman.
