Clifford said the route would require boring under Interstate 20 and would use a city-owned parcel north of I‑20 that the city currently uses for stormwater and other purposes. Staff said the proposed facilities would increase natural-gas capacity and would be placed underground, not above ground, and that the public-visibility impacts would therefore be limited.
Council members asked clarifying questions about location and permitting; staff apologized for not bringing a map to the study session and said a map would be provided at a subsequent meeting. The ordinance was presented for first reading during the study session; no final vote occurred.
