Pilot “2 Rivers Connect” logs thousands of alternative trips in August, organizers say

Emily Williams Fest, CLEAR’s education and outreach manager, reported results from a pilot program called 2 Rivers Connect that ran in August and aimed to encourage alternatives to single-occupant driving through prizes and employer outreach. "We had over 600 people participate," Emily said. "They logged…5,000 trips over the month of August… which was 48,000 miles of alternative transportation."
Emily said the campaign engaged multiple partners including the City of Glenwood Springs, Garfield Clean Energy, CDOT RFTA, Garfield County Libraries, local chambers of commerce, the Glenwood Springs Downtown Development Authority and the Colorado River Economic Development Partnership. She said 40% of tracked trips had an origin or destination in Glenwood Springs and about 20% were tied to Carbondale.
Organizers plan smaller pilot programming in October and are developing winter and spring activity. Emily said the project will use the app platform through June 2026 to test behavior-change tools, produce an employer toolkit and expand employer engagement around incentives like free bus passes and telework encouragement.
Board members asked about data integrity and whether remote-work logging artificially inflates trip counts; Emily said remote work could be counted as an alternative trip in the tracking platform but that most logged trips were biking (about 45% of trips) and that organizers included verification language in prize rules.
Emily said she did not have full budget specifics for every partner but believed some town funds for clean-mobility work supported local outreach and that the pilot primarily used partner and CDOT support.
The presentation was informational; the board did not take formal action.
