Winslow Township Board honors retiring assistant superintendent, approves district goals and personnel items

Winslow Township School District board members on Aug. 27 presented a retirement proclamation to Assistant Superintendent Dorothy Carcamo, approved the district's 2025–26 goals and adopted several routine reports and personnel items before adjourning to an executive session about personnel and a student matter.

The board read and adopted a proclamation recognizing Dorothy Carcamo’s retirement after a career the board described as spanning 52 years in education. The proclamation recounted Carcamo's roles in curriculum and administration, listed multiple master’s degrees and an Ed.D., and credited her with leading the district’s alignment to the New Jersey student learning standards and expanding supplemental student programs. “I have…to publicly thank the board,” Carcamo said, reflecting on her time in the district.

The board voted, by roll call, to approve the 2025–26 district goals, which include continuing best practices for instruction and assessment, strengthening student behavior supports in upper elementary grades, and increasing caregiver and community engagement. Board members also approved the superintendent’s report, the business administrator/board secretary report, the personnel report and several consent items and minutes from Aug. 13, 2025; motions to open and close the public comment period were also adopted.

Committee reports highlighted operational and program updates. The athletic committee reported academic performance for championship teams — a cumulative GPA of about 3.4 across state-champion teams, with specific team GPAs cited for boys and girls programs. The policy committee reviewed four policies for first reading, including board member election and appointment, administrative employment contracts, statutory curricular requirements, and a student sun protection policy; the committee also discussed Chromebook protocol and will present the policies for first reading at a future meeting.

One member of the public, Lehi Fote of Winslow Township, used the public-comment period to raise a personnel pay issue affecting his spouse, citing “NJ statute 18A, section 17,2” and asking the board to adjust a recently approved salary. The board did not discuss the personnel matter in open session; a board representative said personnel items are not appropriate for public deliberation and noted legal advice had been sought and reviewed.

Board President John Shaw and other board members presented an eight-hour volunteer service certificate to incoming freshman Gianna Gilliam for work at the district family day. The board also noted community recognition from the mayor and other local officials in attendance.

Before moving to closed session, the board announced it would enter an executive session to discuss terms and conditions for an interim superintendent appointment and a confidential student matter; the chair estimated the executive session would last about 45 minutes.
