Board ratifies three student expulsions and one employee suspension after executive session

HAMILL, Sept. 29 — Following an executive session at 6:27 p.m., the Lincoln County Board of Education returned to regular session and voted unanimously to ratify three student expulsions and to ratify an employee suspension.
The superintendent recommended the expulsions under West Virginia law and state education policy, and the board acted on that recommendation. The superintendent told the board the expulsions were recommended "in accordance with West Virginia Code 18A-5-1(a) and 61-7-2 and West Virginia Department of Education policy 4373." The board then voted 5-0 to expel "students A through C" from Lincoln County Schools.
Daniel Cartwright made the motion to ratify the student expulsions; Butchie Burns seconded. The board recorded aye votes from Burns, Cartwright, Miss McComis (phoned in), Mister Mosteller and Mister Wilson.
The board also considered an employee-discipline recommendation from the superintendent and voted 5-0 to ratify a suspension. Cartwright moved and Burns seconded the motion to ratify the suspension.
The board conducted both items after the executive session; the meeting minutes show the board entered executive session and later returned to regular session before making the motions and recording the votes. The board did not disclose further details about the students or the employee during the public portion of the meeting.
The actions were taken in closed session under the personnel/discipline agenda item and were recorded in the public meeting as ratifications of the superintendent's recommendations.
