County board approves 10-year land and water plan to qualify for grant funding

The Manitowoc County Board of Supervisors on a unanimous vote approved the county's 10-year Land and Water Resource Management Plan for 2026'2035 after a presentation by David Wittenkamp, the county's Soil and Water Director.
Wittenkamp told the board the plan is required to designate cost-share and staffing dollars and to support ordinances and conservation programs, saying, "Without having a plan on file, we can't ask for grant monies or staffing to help our county with our conservation resources." The board passed the resolution to adopt the plan after a motion by Supervisor Ryan Phipps and a second by Supervisor Chisel; the clerk then conducted the vote and the resolution was approved.
The 150-page plan compiles a year-long public process that included a 16-member local advisory committee, multiple public meetings, a community survey and outreach at venues including the county fair. Wittenkamp said…
