Effingham County planning staff on Sept. 16 presented a draft Ebenezer Historic Overlay District to the Board of Commissioners, describing the district boundaries and draft development standards that emerged from two public charrettes and follow-up community meetings.
The draft overlay would stretch along Ebenezer Road from the Brookstone subdivision to Ebenezer Creek and include parcels within 500 feet of the road center line on each side, staff said. Proposed standards in the draft include a minimum 30-foot buffer measured from the street right‑of‑way, a maximum building height of 35 feet, and specific signage and maintenance expectations. The draft also lists certain uses that would be restricted in parts of the overlay, while noting that some existing uses — including a retreat center, local churches and the “boys home” — would likely be treated as established uses.
