Board approves routine purchases, grant advance and debt refinancing; consent agenda and donation accepted

The board approved a certificate to REIT Mechanical for $6,890.10 to cover a shortfall on an invoice. The motion passed unanimously with the members present recorded as voting yes.
The board voted to advance money from the general fund to cover federal grant accounts because the district had not yet received federal grant monies. A staff member explained that federal grants were late this year and the district must avoid a negative fund balance; the advance will be returned when state and federal reimbursements arrive. That motion passed.
The board also approved an amendment to permanent appropriations that included a $16 million bond retirement fund payment to retire older debt and the issuance of about $14 million in new debt. The district finance presenter said the refinancing will yield approximately $636,000 in taxpayer savings over the next six years. The motion carried on a recorded roll call.
Separately, the board approved a standard consent agenda of personnel items (certifications, hires, resignations and substitutes) and accepted a donation from the Bellbrook Lions Club for construction of a shelter at the Bell Creek Intermediate playground.
No additional public votes on policy changes were taken at the meeting; the board moved later to executive session for personnel and property-sale matters.
