Keene planning board approves two final plans, elects chair pro tempore and clears minutes

Councilor Mike Remy was elected chair pro tempore for the evening and presided over the Keene Planning, Licenses and Development Committee meeting, where the board approved administrative minutes and issued two final approvals for previously conditionally approved plans.
The committee unanimously approved minutes for the Aug. 25 and Sept. 8, 2025 meetings. It then issued final approval for PB-2025-16, a boundary line adjustment for properties at 124–130 Eastern Avenue, and for PB-2025-15, a cottage-court conversion at 429 Elm Street that converts a garage into a duplex. Staff confirmed the conditions precedent for both applications had been met before the board voted to grant final approvals.
The vote to make Councilor Mike Remy chair pro tempore was moved and seconded and carried unanimously. The board also appointed alternate member Stefan Mayhew as a voting member for the meeting so he could participate in motions.
The approvals for PB-2025-16 and PB-2025-15 start the statutory appeal clocks for those actions, and the planning director noted that final recordings and posted materials will be placed on the planning board web page and the city website.
All actions above passed unanimously; no dissent or abstentions were recorded.
