Hurricane City approved a memorandum of understanding (MOU) with the Utah Department of Transportation and the developer for the proposed Kachina Ridge grade‑separated interchange, a long‑range access improvement required by prior development conditions.
The MOU, provided by UDOT, sets out roles for the developer, UDOT and the city: the developer will design, construct and dedicate property for the interchange and connecting access roads; UDOT will oversee highway design standards; and Hurricane City will provide staff participation during design and construction reviews so local network and trail connections are coordinated. The city attorney reviewed the draft and requested clarifying edits to confirm Hurricane City will not be financially responsible for developer obligations; those edits were incorporated.
Kent Stevens (developer representative, remote) and city staff said the agreement is an early administrative step: UDOT requires the MOU so design work can proceed; final construction contracts and acceptance agreements will follow the city’s standard practices. City staff said their suggested language limited the city’s exposure and clarified review responsibilities, and staff recommended council approve the MOU so the developer may proceed with the lengthy design process that leads to interchange construction.
Council approved the MOU; staff will continue to participate in design review and will require developer submissions for traffic impact studies, trail plans and other materials the city must sign off on during the design and permitting phases.
