Residents press council to prioritize skate park; council asks staff to explore donated materials and engineering needs

A resident urged Hurricane City leaders to accelerate construction of a community skate/wheel park for youth, arguing the facility would provide supervised outdoor recreation and reduce boredom and vandalism.

Joseph Roberts, speaking during the public-comment period, described benefits a wheel park could bring — youth engagement, economic and cultural activity from visitors and events, and healthier outdoor activity. Roberts said local businesses and volunteers were willing to donate time and materials. Mayor Nanette Billings and council members invited staff from Recreation and Parks to the dais for an on-the-spot briefing: staff confirmed the master-planned facility includes a location but engineering has not been completed and funds are not yet budgeted.

Parks staff noted the proposed site has significant elevation change requiring a grading plan and retaining walls; staff said an engineering study and associated cost estimates would be the first step before construction could proceed. Councilmembers suggested the applicant and community volunteers pursue donations of concrete or contractor time (Sunrock and others were mentioned as potential donors) while staff investigates engineering and security implications — council members recalled prior vandalism at earlier skate facilities and said camera/security planning and parental supervision would be important.

Mayor Billings and councilmembers encouraged the public to follow up with staff; the mayor offered to help pursue an engineer or donated engineering services as an initial action. No formal council action or appropriation was taken at the meeting.
