Commission approves pay application for Coffey County Law Enforcement Center; staff gives construction update

The Board of County Commissioners approved Application and Certificate for Payment No. 22 for the Coffey County Law Enforcement Center project, submitted by River City Construction, LLC, for the pay period ending Aug. 31, 2025, in the amount of $513,101.01. Funds will come from the veil construction project fund identified in meeting materials.

County staff presented itemized payouts by subcontractor and noted retainage and change-order billing patterns in the monthly pay apps. Staff described specific line items in the application, including kitchen equipment payouts and elevator items allocated to particular pay requests.

On project schedule, staff reported that final design work for Phase 2 was underway and that earliest construction start for Phase 2 was likely November or December, with work continuing into the middle of next year. The county's project manager and contractor corresponded on submittals, testing and change orders; staff said some items are billed later when particular work is completed.

Why it matters: The approved pay application reflects ongoing construction costs and moves the project forward toward completion. Commissioners expressed interest in Phase 2 timing and staff expectations that mid-next-year is the earliest likely substantial completion date for the next phase.
