Coffey County commissioners adopt proclamation declaring October Domestic Violence Awareness Month

Coffey County commissioners voted unanimously to adopt a proclamation declaring October 2025 Domestic Violence Awareness Month.
The resolution was introduced during the public comment portion of the meeting by representatives of SOS, the regional domestic violence, sexual assault, stalking and human trafficking advocacy agency. Mary Halloran, representing SOS, described the agency's services and shelter capacity and asked the commission to adopt the proclamation. Theo Longguire, introduced as SOS's Coffee County advocate, said he began serving locally July 1 and outlined direct services SOS provides, including help with protection orders, court accompaniment and outreach.
The commissioners moved and seconded the proclamation; after brief discussion the board voted in favor. The proclamation and a copy of the document were exchanged with SOS representatives following the vote. SOS representatives noted the agency operates a shelter in Emporia that serves Coffey County residents and reminded commissioners about the attorney general's Safe at Home address confidentiality program.
Why it matters: County proclamations are ceremonial but provide public recognition and a formal statement of support for local service providers. SOS officials said the agency served more than 75 people from Coffey County in the past year across multiple programs and that local outreach staff can improve access to services in rural areas.
The commissioners did not attach funding or program obligations to the proclamation; the vote was a formal adoption only. SOS representatives invited commissioners to the organization's annual fundraiser on Oct. 17 and said they would leave a signed copy of the proclamation with county staff.
