The Kane County Municipal Building Authority voted unanimously Sept. 30 to grant a maintenance easement to a utility for equipment that will serve the new Kane County Outreach Center and an adjacent Recreation Center.
The easement, discussed during the regular agenda at the MBA meeting called to order at 9:18 a.m., covers a route from a power pole on the east side of the property north along the property line to a transformer that will supply both facilities. "They're needing to maintain their equipment that's on our property," the chair said while introducing the item, and staff explained the easement will allow the utility to access and maintain the transformer.
The easement route was described as beginning at a power pole near the center-east portion of the parcel just east of the Recreation Center, then traveling north along the west property line to the transformer. "The easement... it starts at a power pole... then it travels north and follows the property line... to the transformer that's gonna be powering both the rec center and the outreach center," said Chris, a staff member who presented a map to board members during the discussion. When a commissioner asked for a clarification of "east," Chris said the pole and easement lie behind the Recreation Center, on the far side of the dirt parking lot.
Board members had no substantive objections and approved the easement by voice vote. The chair said authorization to sign the final documents had been delegated to the chair following the vote. Meeting minutes and an adjournment motion also carried unanimously during the session.
Votes at a glance - Approval of Kane County Municipal Building Authority minutes for Feb. 11, 2025: motion carried (voice vote; voting recorded as unanimous). - Granting of utility maintenance easement affecting the Kane County Outreach Center and Recreation Center: motion carried (voice vote; voting recorded as unanimous). - Motion to adjourn: carried (voice vote; unanimous).
The meeting record refers inconsistently to the utility requesting the easement. During the discussion the name appeared variously in the audio/transcript as "GuardCane," "Guardian" and "Hurricane Energy." The utility's formal, legally recorded name was not specified on the public record presented at the meeting. The board noted a map was provided in the packet and the chair acknowledged staff would complete and execute necessary documents following the vote.
The easement is intended to provide routine maintenance access; no funding action or transfer of ownership was reported at the meeting. The MBA did not specify an implementation timeline beyond delegating execution authority to the chair.
