The council voted to table a loan order of $4,200,000 for the completion of McMackenfield after councilors requested a fuller presentation of plans and renderings from the design consultant.
Chris Charamella, superintendent of public works, said the appropriation is the final authorization needed to execute the construction contract on the turf field and related site work. City CFO Richard Viscay told the council the borrowing would be a 15‑year bond with average annual debt service of roughly $372,000 and that combined with previously repurposed funds of about $2.3 million would put total project cost at approximately $6.5 million.
Residents and the parks superintendent spoke in favor of completing the project. Several councilors asked for design plans and renderings; Councilor Genzio moved to table until Weston & Sampson could present. The roll call on tabling produced several “no” votes but a majority supported tabling; the clerk recorded the item as tabled so the consultant can present to the council.
Why this matters: McMackenfield is a long‑running parks project for neighborhood recreation; councilors sought to see final design and drainage details before final bond authorization.
What’s next: Weston & Sampson will be invited to a future council meeting to present renderings and construction detail; the council will reconsider the loan order after that presentation.
