Rio Blanco commissioners renew intergovernmental agreement with Moffat County for inmate housing

The Rio Blanco County Board of Commissioners voted Sept. 30 to approve an intergovernmental agreement (IGA) with the Moffat County Detention Center to provide inmate detention services while the county’s jail remains closed.
County staff said the IGA continues a multi-year arrangement under which Rio Blanco pays Moffat County to house inmates. Staff said the agreement includes a higher per-detainee daily rate to reflect inflation; during discussion a staff member cited a current approximate rate of $72 per day. Commissioners said contracting for detention remains less expensive than re-opening and staffing a local facility.
The motion to approve the IGA passed on a roll call with all three commissioners recorded as voting in favor. Staff characterized the contract as substantially the same arrangement the county has used, updated for higher costs; no new funding source or long-term change to detention policy was authorized beyond the yearly agreement.
County staff said the agreement will continue while the county’s jail is closed and that they will continue to monitor inmate population and costs.
