The Rhinebeck Planning Board on Aug. 18 accepted a site‑plan and special‑use application by Michael LLC (Richard Kaczynski) to install two heat‑pump condensers at 8–10 Chastel Avenue and scheduled the application for public hearing on Sept. 15.
Planning staff presented a draft procedural resolution accepting the supporting documents for further review and classifying the action as Type II under SEQRA (coordinated environmental review not required). The board agreed to send the application to the Conservation Advisory Board (CAB), the Water Advisory Committee (WAC), the Historic Advisory (HAPAC) and Dutchess County Planning for referral, and to undertake at least one site visit by planning‑board members.
Discussion briefly covered the units’ siting and whether roof mounting was feasible. Staff said roof mounting would require additional checks; applicant representatives said units were intended to be ground‑mounted but that roof mounting on nearby buildings had precedent. The board asked for site photos and details on noise, screening and elevations for the public hearing record.
Ending: The board scheduled the public hearing for Sept. 15 at 6:05 p.m. and requested referral comments and site‑visit coordination prior to that date.
