The Rhinebeck Planning Board on Aug. 18 accepted an application from Andrea Novick for a minor subdivision of a 19.92‑acre lot at 349 Eckhart Hook Road into three parcels and scheduled a public hearing for Sept. 15.
Planning staff said the application proposes a conventional subdivision of an existing lot created under a prior minor subdivision. Because the applicant is pursuing a conventional subdivision rather than a conservation subdivision, the project is also before the board for a special‑use permit under Town code Chapter 125; that process gives the board authority to require a conservation subdivision if the board finds the special‑use criteria warrant it.
Staff highlighted Section 125‑43(D)(3) screening criteria the board may weigh, including steep slopes, water resources, agricultural lands, proximity to open space and historic structures. The proposed disturbance associated with adding two lots appeared limited in staff’s review, but staff asked the applicant to provide sight‑line analyses (profiles and photographs) because the proposed residences are sited near the highest point on the parcel.
The application was classified as an action for which coordinated environmental review is not required (Type II) and was referred to the town’s technical review groups (CAB and WAC) and Dutchess County Planning for comment; planning staff requested two planning‑board members conduct a site visit prior to the public hearing.
Ending: The board set the public hearing for Sept. 15 at 6:05 p.m. and asked the applicant to submit the requested sight‑line studies and final application materials in advance of that hearing.
