Prince George's County Council elects Legay as chair pro tempore, introduces slate of bills and adopts consent agenda 6-0

Prince George's County Council elected Councilmember Legay as chair pro tempore for the Sept. 30, 2025 session and introduced a package of ordinances and resolutions before approving the consent agenda 6-0.

Council rules and procedure explained the motion

Karen Zavakos, identified herself as acting deputy and explained that Rule 2.1(e) of the council rules allows the council to elect a chair pro tempore when the chair and vice chair are absent. A motion to elect Councilmember Legay as chair pro tempore for the Sept. 30 session was moved by Councilmember De Nogue and seconded by Councilmember Harrison. On a roll call, Councilmembers Legay, De Nogue, Fisher, Harrison, Ivy and Watson voted yes; the motion carried 6-0.

Why it matters

Electing a chair pro tempore allowed the council to conduct its business. The meeting included the introduction of a broad set of council bills addressing development notice and pre-application consultation, consumer protections for seniors, transparent county service-request tracking, economic and workforce incentives, and labor and classification matters; most items were assigned to committee for further review. The consent agenda — which bundled routine minutes, referrals and salary-related resolutions proposed by the county executive — passed unanimously.
