Karen Zavakos, identified herself as acting deputy and explained that Rule 2.1(e) of the council rules allows the council to elect a chair pro tempore when the chair and vice chair are absent. A motion to elect Councilmember Legay as chair pro tempore for the Sept. 30 session was moved by Councilmember De Nogue and seconded by Councilmember Harrison. On a roll call, Councilmembers Legay, De Nogue, Fisher, Harrison, Ivy and Watson voted yes; the motion carried 6-0.
