Board approves conditional-use permits for alcohol sales at three municipal golf courses; vote splits 7-2-1

The Parks and Recreation Board voted Sept. 29 to recommend City Council approve conditional-use permits (CUPs) authorizing sale and on-site consumption of beer and wine at Jimmy Clay/Roy Kaiser and Morris Williams municipal golf courses.
Staff said the CUPs align existing concession operations with the Austin Development Code. Vendors already in place Stagg & Finch at Jimmy Clay/Roy Kaiser and Fairways Cantina at Morris Williams hold Texas Alcoholic Beverage Commission (TABC) permits for beer and wine (TABC expiration dates noted by staff). The department said there is no new construction associated with the CUPs; signs will warn visitors about permitted consumption areas and alcohol use remains prohibited in parking lots, maintenance buildings and service areas.
A member of the public asked how the city had previously allowed BYOB at golf courses; staff said the city ended a BYOB policy after 2019. Board members asked questions about enforcement and how vendor sales would relate to existing park rules. Staff said the Austin Police Department can cite violations and that the CUP would bring the sites into zoning compliance.
One public commenter asked that concession updates include environmental, public-safety and financial transparency requirements; staff said more CUPs for other golf properties will be brought forward in time and that Zilker Cafe and other concession locations may be reviewed separately.
Motion: "Approve conditional-use permits for sale of alcohol at Jimmy Clay, Roy Kaiser and Morris Williams golf courses to bring operations into compliance with the Land Development Code." Mover: Board Member Merritt. Second: Board Member Franklin. Vote tally announced at the meeting: yes 7, no 2, abstain 1. Outcome: recommendation approved and forwarded to City Council.
