Votes at a glance: Lincoln County commissioners approve routine minutes, claims and a motor-vehicle tax exemption; send letter supporting UNL planning program

The Lincoln County Board of Commissioners took several formal actions on Sept. 29, 2025. The board approved routine minutes and claims, authorized motor-vehicle tax exemptions for Great Plains Health, and voted to submit a pre-drafted letter of support urging the University of Nebraska–Lincoln to continue its Community and Regional Planning (CRP) program.

Approval of minutes and consent items Commissioners moved and approved the minutes of the Sept. 22, 2025 meetings and approved the consent agenda, including claims and treasurer receipts. The consent motions carried on roll calls recorded during the meeting.

Board of Equalization minutes The Lincoln County Board of Equalization also approved its minutes from Sept. 22, 2025 and accepted the county assessor’s report that there were no changes submitted for that session.

Motor-vehicle tax exemption for Great Plains Health The board of equalization approved an application submitted by Great Plains Health under Form 457, granting tax-exempt status for multiple vehicles used for general hospital purposes. The clerk read a long list of affected vehicles, including model years spanning 1999 through 2024 and multiple makes (Ford, Honda, Nissan, Chevrolet and others). The county treasurer had recommended approval.

Support for University of Nebraska–Lincoln Community and Regional Planning program The board voted to send a pre-drafted letter of support to the University of Nebraska asking that it continue the CRP program in the face of proposed budget cuts. Planning administrator Judy Clark urged the board to back retention of the CRP curriculum, noting the program provides trained planners and project work for smaller communities that cannot otherwise afford consultants. Clark said materials provided to the board estimate the program generates a net annual financial benefit of about $298,077 and that the proposed UNL budget cut was in the range of roughly $460,000 per year. The board moved, seconded and approved the letter; roll-call votes were recorded as unanimous in favor.

What’s next County staff will return next week with drafted local and federal letters of support for a separate bridge-investment application and a local county-bridge match package; that item was tabled for formal action at a subsequent meeting.
