Committee approves several reclassifications and resumes position studies as compensation analysis progresses

The Finance Committee unanimously approved three personnel items that delete and recreate classifications and reallocate existing employees while staff completes a broader compensation study.
Items approved in a single motion covered: deleting a Program Assistant 1 position (pos. no. 1454), recreating it as Program Assistant 2 and reallocating the employee; deleting and recreating a Control Systems Technician classification with a one-range increase and reallocating the incumbent (pos. no. 1790); and accepting the Personnel Board’s report on position studies approved via authorized administrative actions.
Human Resources representative Eman reported that the city paused some position studies during the Baker Tilly compensation review and has since received preliminary market data. Eman said a steering committee will meet to determine next steps on communication and implementation. Staff confirmed administrative approvals that fit the recent ordinance parameters continued to be processed during the pause; formal studies that had been on hold are now being worked through.
Eman said two more formal studies would be coming forward next week with an additional three to four studies still being finished from requests placed on hold in May. Alder Gerber asked whether administrative approvals were included in the counts; staff clarified the numbers provided referred to formal studies only, not administrative approvals.
Committee members asked about timelines for seeing Baker Tilly’s full recommendations; staff said the steering committee meeting next week should provide more information and that a fuller timeline would be shared as that planning completes.
All three items (reclasses/ reallocations and the personnel-board report) were moved, seconded and adopted by unanimous vote.
