Linn County public-works staff received authorization from commissioners to solicit written bids for a 60-inch diameter culvert with a headwall at the Baskerville site and to return the cost estimates to the commission.
Public Works said FEMA has indicated the county may replace the culvert “with exactly what’s there” and submit for reimbursement. The staff recommendation was to reinstall the same-size culvert with a headwall; that approach avoids additional engineering and applies for FEMA reimbursement under the straight‑replacement approach, officials said.
Public-works staff told commissioners the culvert price alone should be under $25,000, while the total project cost using time and materials to remove the old pipe and reinstall would be about $50,600. Commissioners approved the request for staff to go out and get two or three written bids for culvert suppliers and report back.
Commissioners discussed that choosing the straight‑replacement route could speed repair, while choosing an engineered mitigation alternative would require additional review. Staff acknowledged FEMA reimbursement timing is uncertain and likely will take time.
