The Rockingham County Board of Commissioners on Sept. 11 approved a package of procurement and administrative items, including two bid waivers for work tied to the county's new building, a historic‑book restoration award, payroll and participation in a secondary manufacturers settlement for opioid abatement funds.
The board voted unanimously (3‑0) to: award a contract for historical book restoration services to Cofile Technology Link for $96,291.50 as recommended by the registry of deeds; approve an Optima Communications System, Inc., sole‑source waiver for communications equipment in the new building for $89,380.24; and approve an Amazon bid waiver to purchase 67 televisions for the new building at a total cost of $18,815, with roughly $12,300 of that to be covered by American Express points as noted in the meeting.
Commissioners also approved the regular payroll report as presented and accepted the county's participation in a secondary manufacturers settlement that will deliver opioid abatement funds to the county. The board recorded unanimous yes votes on the listed motions when asked on the floor.
The consent agenda items approved included minutes from Aug. 7 and Aug. 14, 2025, and a surplus equipment request from IT for decommissioned servers and network equipment. Several human resources exception requests and renewals were approved on the consent agenda, including the continuation of AmWINS as prescription drug product administrator with an approximate 5.6% rate decrease for the Medicare‑eligible retiree prescription plan.
After the meeting's nonpublic sessions the board moved to approve a general leave request for a Department of Corrections employee (period 09/07/2025 through 10/11/2025) as recommended by the superintendent and human resources manager. Commissioners later voted to seal nonpublic sessions numbered 1 through 4 and left sessions 5 and 6 unsealed, citing the potential for reputational harm to private individuals as the reason for sealing the first four.
Why it matters: these approvals clear procurement and personnel actions needed for the county's transition into its new building, start or continue health and benefits programs, and set the stage for planning how opioid settlement funds will be spent over coming years.
