County staff provided a detailed update on secondary roads projects, bridge replacements and heavy equipment needs, saying procurement lead times and constrained budgets will shape which works proceed in coming years. The discussion covered specific bridges planned for replacement, the choice between overhauling older equipment and waiting for new purchases, and options for culvert types and related costs.
Staff said several bridge projects are on the schedule for the next fiscal years, including work on a W Avenue site and a nearby pony-truss bridge; one dead-end crossing now measuring about 45 feet would be replaced with an 80-foot structure. The county—s bridge fund was described as having a positive balance for upcoming work, but staff flagged that available TIF/TIP-style funds and other local resources will affect timing for some projects. Two smaller bridges under 20 feet were noted as not legally classified as bridges and therefore eligible for different, lower-cost treatments.
Equipment procurement was a frequent topic. Staff reported uncertainty about manufacturer lead times for motor graders and other large equipment, citing past delays during the COVID period and vendor estimates that could place delivery several months out. As an alternative to immediate replacement, staff urged the board to consider overhauling an existing motor grader—s engine and transmission for an estimated mid-range cost (discussed verbally as roughly in the tens of thousands), which could postpone a new purchase and ease near-term budget pressure.
The group also discussed culvert choices: heavier concrete box culverts typically carry longer depreciation schedules, while large aluminum or corrugated metal culverts can be materially cheaper and may be appropriate for some locations. Staff said durability estimates vary by material and installation; concrete boxes were referenced as having longer depreciation lives than some metal options.
Board members and staff discussed how to prioritize projects if TIP/TIF or similar dedicated funds are used. Staff noted that dedicating those funds to specific work may leave gaps in future years when the earmark expires; conversely, delaying purchases or reusing funds for nonstandard projects may help bridge multi-year funding shortfalls.
Next steps include staff delivering more detailed cost estimates and timing scenarios for equipment overhaul versus replacement, ordering culvert materials as appropriate, and aligning bridge project scheduling with available funds.
