City of Oxnard staff seek $1.02M transfer for La Colonia Phase 3 resurfacing

Morgan Kessler, City Engineer for the City of Oxnard, told the City Council on Oct. 7, 2025, that staff recommends the City Manager be authorized to approve project budget appropriation transfers totaling $1,019,255.54 from an older Capital Improvement Program (CIP) project to the Neighborhood Street Resurfacing La Colonia Phase 3 project (C2209).
Kessler said the recommended transfer would move $953,255.54 from the 2014 lease revenue bond fund (Fund No. 314) and $66,000 from the water operating fund (Fund No. 601) into the corresponding capital outlay fund (Fund No. 301) for the La Colonia resurfacing work. "Staff's recommendation is that the City Council authorize the City Manager or designee to approve project budget appropriation transfers totaling $1,019,255.54," Kessler said.
The transfers would reallocate remaining funding from an earlier project, the La Colonia Road Street Resurfacing project (C1803), into the current Neighborhood Street Resurfacing project (C2209). Kessler said the goal is to consolidate funds for work of the same general scope and location and to improve expense tracking and administrative functions. "This will make things easier to, keep track of," Kessler said.
Kessler provided background that the City issued about $21 million in 2014 in lease revenue bonds to refinance prior debt and to fund the Colonial Road Street Resurfacing project (C1803). He said the City awarded a contract on July 1, 2025, covering the Neighborhood Street Resurfacing La Colonia Phase 3 project, a Juanita Avenue sidewalk improvement project and Ramona Elementary School pedestrian crossing enhancements, with combined project funds of $10,400,000. Funding sources cited for the overall CIP work included the state Road Maintenance and Rehabilitation Act funds, Measure O, the Oxnard General Fund, street maintenance and water and wastewater operating funds, and Community Development Block Grant (CDBG) funds.
Kessler told the council there is "no direct financial impact of approving the recommendation," explaining that the action would move eligible funds from an older CIP project into a present CIP project with generally the same scope and location.
