Director reports MPO TIP approvals, ADA transition plan completion and upcoming county budget hearings

MUNCIE, Ind. — At its August meeting the Delaware County / Muncie Board of Zoning Appeals received a report from planning staff on regional transportation funding, an ADA transition plan, the solar ordinance review and upcoming county budget hearings.
Staff reported that the Metropolitan Planning Organization’s (MPO) four-year Transportation Improvement Program (TIP) has been approved by the relevant state and federal highway agencies and that the MPO will allocate federal funds to local public agencies for road, bridge and trail projects. The planning office reported a funding figure of $3,000,389.05 for fiscal year 2026; the transcript also referenced $389,595 in the same sentence (the record did not reconcile the two numbers in the hearing). Staff emphasized that local agencies are required to provide a 20% local match for TIP-funded projects.
Staff listed named projects and estimated construction budgets included in the TIP: Tillotson from Kilgore to McGalliard (project continuing into FY2026, $3,400,000), McGalliard from Granville to the bypass (continuing into FY2026, $2,300,000), a roundabout at Cowan Road and Fusen Road ($4,500,000), and a roundabout at Tiger Drive and River Road ($3,800,000).
The director reported the Delaware County ADA transition plan is complete; the document is an assessment of county-owned buildings, contains photographs, compliance suggestions and cost estimates, runs about 200 pages, and is posted on the county website. The plan commission reviewed a solar ordinance on Aug. 12 and issued a favorable recommendation; staff said the ordinance will go to the county commissioners for final action at their Sept. 15 meeting after several amendments.
Finally, staff reminded the board that county budget hearings will begin next Wednesday and run through Friday; planning staff are scheduled to present their budget Wednesday at about 10:00 a.m. Staff said they will report back to the board after the hearings.
Board members asked procedural questions about when the board would consider rules of procedure and how the volume of business would determine whether a special meeting is needed; staff described the application deadline schedule and the option to continue agenda items if necessary.
