Council concerns and clarifications Councilman Bender pressed for specifics and said he remained concerned about the state’s funding levels and the parish’s long‑term obligations for bridges and substantial infrastructure. Administration noted transfers have been selective — small spurs or sections that better match parish road patterns — and said the transfer of LA 1129 was the result of a mutual agreement in which the state performed certain improvements prior to transfer. Staff cautioned that accepting roads that include multiple bridges could be a poor trade for the parish, while simpler asphalt‑maintenance transfers can be beneficial.
Action taken Ordinance (agenda item recorded as 7933) authorizing the parish to acquire LA 1129 from DOTD was adopted by the council; staff recorded that the resulting state credit had been applied toward paving Isabelle Swamp Road in a prior example and that engineering would deliver the exact credit formula to council on request.
Ending The council approved the transfer and asked staff to provide the detailed state formula for maintenance credit so council members could evaluate future transfers more precisely.
