Englewood previews 2026 budget process, VOCA grant and several intergovernmental agreements

City Manager Sean Lewis outlined a series of staffing and agenda items for September and October during the Sept. 17 mayor–manager meeting, including the city’s follow‑up workshop to finalize the 2026 budget and multiple intergovernmental agreements and contract items slated for first and second readings.
Among items previewed, Lewis listed acceptance of a state Victims of Crime Act (VOCA) grant administered through the Colorado Division of Criminal Justice in the amount of $40,873; an intergovernmental agreement (IGA) with the City of Littleton for chip‑seal work on a portion of Windermere; and an IGA with the City of Sheridan for a green‑business program and related sustainability services (listed as CB 50 and CB 51 on the agenda). Lewis also noted a planned bill for a PUD for a Chick‑fil‑A (CB 48).
Lewis said the Oct. 6 agenda will include the EDDA proposed 2026 budget, a Sustainability Commission native‑lawn certification program, and electrical instrumentation and control contract renewals. The Oct. 13 and Oct. 20 agendas were previewed to include utility strategic updates, waterline replacement and lead‑reduction contracts, and approval of the 2026 EDDA budget; Lewis said the “last three” items on a later list were approved as drafted in prior administrative workflow.
The Sept. 17 preview did not include packet materials or financial detail for most items; where dollar amounts were spoken (the VOCA award), Lewis provided the grant total on the meeting preview. Lewis and other staff also flagged that the city manager emergency‑declaration authority item was being pushed back and that the Sept. 29 meeting would be canceled because it is the fifth Monday of the month.
No formal council votes on these items were recorded at the Sept. 17 meeting; Lewis’s remarks were a scheduling and procedural preview of items to appear on upcoming council agendas.
