Fairfield council approves Comcast franchise; company to build fiber network, grant includes 30-day sign-back condition

Nate Martinez, Comcast’s local government affairs manager, and Justin Canning, Comcast construction manager, explained the company’s planned build — a mostly underground fiber system with an estimated 60,000 feet of cable in town and an aerial fraction where pole access is available. Martinez said Comcast’s goal is to bring “a cable television system capable of high-speed broadband Internet to your town” and that the company intends to work with the town on permits, locates and project timing.
Councilors pressed Comcast for a commitment to provide service to four remote homes east of town that currently lack nearby utility lines. Comcast said those properties are included in the proposed build map shown to the council and agreed to include the map as an exhibit to the franchise agreement.
Town legal counsel and Comcast’s negotiators also agreed language about build timing and easement difficulties: Comcast provided draft language allowing up to one additional year if, despite commercially reasonable efforts, the company cannot obtain necessary easements or permits for particular portions of the required service area. Under the council’s resolution, Comcast will have 30 days to accept the final language. If Comcast does not execute the revised agreement within that period, the authorization lapses.
The council approved Resolution R2025-16 authorizing execution of the franchise agreement (motion recorded; seconded and passed). Vote tally recorded in the meeting: RL — yes; Tyler — yes; Michael — yes; Richard — yes; Holly — yes.
Comcast said it expects construction to take several months once permits are secured and that the company will work with town staff to coordinate inspections, pole applications and public-works scheduling to minimize disruption. The company drew a tentative timeline during its presentation and said it would provide engineering exhibits and a construction manager to coordinate on-ground work once the agreement is finalized.
