Committee reviews proposal to amend FPC Rule 13 on reappointments for fire and police sworn positions

The Fire and Police Commission testing and recruiting committee on Sept. 9 reviewed proposed amendments to FPC Rule 13 that would clarify when former sworn members of the Milwaukee Police and Fire Departments can apply for reappointment.
Under the proposal staff presented, a former sworn member who resigned in good standing could apply for reappointment within one year. Candidates who resigned more than one year but not more than three years could be considered for reappointment if they have maintained required professional certifications and have worked in the same or a substantially similar capacity for a majority of the intervening time. Applicants who resigned more than three years earlier would be denied under the proposed rule.
Staff also proposed adding explicit language that reappointment applicants must submit a medical exam, a drug screen and an updated background investigation; the staff memo noted these practices are functionally occurring now and the change would codify them.
Joshua Parrish, assistant chief of the Milwaukee Fire Department, asked the commission to add or clarify language allowing fire reappointments to the "next fall class" rather than the next sequential class for recruit training. Parrish said the department has coordinated class timing and supplemental supports to improve reappointment success and the fall timing gives candidates time to prepare for the next recruit academy.
Director Leon Todd said FPC staff would work with both departments to refine the proposed wording so the rule could reasonably accommodate the fire department's operational needs while applying consistently to police candidates. Commissioners asked staff to present suggested language that would cover both departments and return the proposal to committee for refinement prior to any final action by the full commission.
No final vote was taken; staff were asked to return with suggested wording and to consult with the fire department on explicit timing language for reappointments.
