Wilson County budget committee approves transfers, authorizes purchase of voting tabulators and school budget reallocations

The Wilson County Commission's Budget Committee approved a slate of budget amendments and administrative actions on Sept. 4, including a request from the county clerk to transfer reserve funds to purchase new Windows 11–compatible PCs, authorization to purchase new voting tabulators, and several school system reallocations.
The committee approved the county clerk's request to draw from reserves to buy new PCs because current machines do not meet the specifications for Windows 11 and Windows 10 support is ending. The committee also authorized funds to purchase new voting tabulators; county staff said the tabulators meet current Election Assistance Commission (EAC) standards and would help the county pivot to forthcoming election-law and equipment requirements. A staff member noted voting tabulators typically have a 10-year life span and that the county typically recovers some election-related costs through reimbursements.
School-related budget decisions included recognition of a 2025 donation for a podcast program; transfers to pay for athletic maintenance and Chromebook purchases; adding LaGuardia Elementary to the county insurance policy; a $10,000 TVA grant awarded to Stoner Creek Elementary; reallocation of funds to support graduation costs ($5,000 per high school, $25,000 total); funding a full-time registered nurse position; and moving funds within the voluntary pre-K program to provide classroom snacks per state instruction.
Other approved items included a library grant carryover, a line-item transfer in the health department for a remote-access clinic, transferring sheriff's department radios to the ag center as surplus property, approval to purchase through the MPPGov cooperative and a resolution to allow the county to receive any fines that might come from pending litigation. Most motions were approved by voice vote.
Public comment: a resident asked the committee to invite the Watertown Public Library to the next committee meeting to discuss two available parcels on the town square for possible short- or long-term library use; the chair said the request could be added to a future agenda.
Votes at a glance: the committee approved minutes, multiple budget amendments across departments, purchase authorization for voting tabulators, school budget reallocations, surplus property transfers and other administrative items by voice vote. Staff said they will place the fund-balance report and supporting documents in members' packets for follow-up questions.
