Benefits and legislation Committee members approved the proposed 2026 benefit design for city and CCIT employees after staff said health insurance rates in the pool rose about 9.5% for the coming year. The committee passed a motion to draft and send a resolution in support of 2025 Senate Bill 333, which would raise the allowable municipal portion of certain court fees from the current figure to a range “not less than $42 and not more than $51,” as described by staff. The committee’s endorsement will be forwarded to the Common Council.
Bond sale presentation and schedule Staff presented a sale-day report for the city’s general obligation promissory notes, Series 2025A, telling the committee the sale drew nine bids and that the low true interest cost was about 2.918%; staff said the transaction produced a premium of roughly $984,000 that reduces interest expense in the near term and will affect the 2026 budget. No committee action was required on the sale-day report.
Budget calendar The committee set finance committee meetings to consider the 2026 budget on Sept. 29, Sept. 30 and Oct. 1, 2025; members agreed to 6 p.m. starts. Staff said department budget meetings will conclude the following week and the budget book compilation will begin thereafter.
All actions taken by the committee will be forwarded to the full Common Council for consideration where required.
