Limestone County Commission approves $497,350 in claims, accepts $200,000 LWCF grant for land purchase

The Limestone County Commission on Sept. 2 unanimously approved claims totaling $497,350.28 and passed a package of routine resolutions, contracts and personnel actions, including a resolution to accept a $200,000 FY 2024 Land and Water Conservation Fund grant and provide a $200,000 local match to buy a tract on Cotton Belt Road along Sugar Creek.
The grant acceptance was presented as a resolution and approved with no public discussion. Commissioners also voted unanimously to join the Alabama interlocal mutual aid agreement and to enter an agreement with the City of Madison for the Seager's and Marcia Improvement Project (as described in the meeting agenda).
The commission approved a contract with Mental Health Centers of North Central Alabama Inc. to provide juvenile-court liaison services through Limestone County Youth Counseling. The contract begins Oct. 1, 2025, runs through Sept. 30, 2026, and carries a contract amount of $58,905.
Other items cleared on unanimous votes included a first amendment to a lease with Todd Hammonds Property LLC for property at 521 Highway 72 West, a single budget revision, and multiple personnel and board actions. The commission appointed Johnny Turner as Limestone County's ACCA legislative representative and appointed Nancy McDonald to the Mental Health Board of North Central Alabama Inc. for a six-year term.
Personnel actions approved included hiring Joseph Hill as a solid-waste truck driver retroactive to Aug. 26, 2025, and hiring Christopher West Jr. as a corrections officer pending a drug screening with an effective date of Sept. 8, 2025. The commission placed Frankie Riggs (solid waste) on unpaid leave retroactive to a date described in the record as “the 20 second” (transcript phrasing); the meeting record did not clarify the calendar date. Commissioners amended the maintenance staffing plan to add temporary part-time positions, moved Caleb Posey from temporary part-time to regular part-time facility grounds worker effective Sept. 1, 2025, and approved merit increases.
The commission approved a replat of Lot 5 of Elmore Estate Subdivision to create two lots in District 4, as recommended by County Engineer Massey. In other business, commissioners said the county has contacted Coleman (party name as stated in the meeting) about a potential contract for juvenile beds and may return with details at a future meeting.
During brief commissioner reports, members described progress on local road projects — including work on a bridge, Bethel Road and Cambridge Lane — and recounted a county employee appreciation event held the prior week. The meeting adjourned; commissioners said they will reconvene at 9 a.m. on Monday, Sept. 15, at the Clinton Street Annex.
