Florence City Planning Commission approves annexations for Smithfield Phase 3 and a West Sumter parcel

The Florence City Planning Commission voted to annex and zone Phase 3 of the Smithfield Subdivision and to annex a single vacant parcel at 922 West Sumter Street during its September meeting.
Planning staff told the commission that the Smithfield request (PC2025-33) would annex and zone Phase 3 of the subdivision to RG-3 and add an adjacent stormwater pond parcel that had not previously been listed by tax number. Staff said Phases 1 and 2 are already inside the city and the Phase 3 work completes the subdivision’s annexation.
Commissioners opened the public hearing for the Smithfield item and closed it immediately after no members of the public came forward. A motion to approve the annexation and zoning carried on a voice vote.
Staff described the second item (PC2025-34) as a small vacant parcel at 922 West Sumter Street — a so-called “donut hole’’ surrounded by city property — that the owner did not realize lay outside Florence city limits. The parcel is a legal lot of record and staff said the NC-6.2 designation limits development on the lot to single-family houses. Staff noted the owner may need a variance depending on the width of any proposed home to meet setback requirements.
The public hearing for the West Sumter parcel closed with no public comment. The commission approved the annexation and NC-6.2 zoning on a voice vote.
