Councilor Jimenez declared a conflict of interest and recused himself from the vote because of his affiliation with OSU Cascades. Councilor Perkins moved second‑reading adoption; Councilor Platt seconded. The council took a roll‑call vote and recorded unanimous support: Councilor Franzosa — yes; Councilor Riley — yes; Mayor Pro Tem Perkins — yes; Councilor Norris — yes; Councilor Platt — yes; Mayor Keebler — yes. The ordinance passed and will be effective according to the ordinance schedule.
Council discussion at the meeting was limited; the ordinance had completed a public hearing process prior to the second reading. City staff will update development code maps and coordinate implementation steps tied to project approvals in the overlay zone.
