Bend council proclaims September 2025 as Welcoming Week; community leaders urge concrete resources

On Sept. 9 the Bend City Council unanimously approved a proclamation designating September 2025 as Welcoming Week, a series of community events intended to celebrate and support immigrant, migrant and refugee neighbors.
Councilor Riley read the proclamation that described Welcoming Week’s theme, Stories We Share, and called on “business leaders, civic groups, government agencies, and other institutions to join us year round in building a city where all can belong, participate, and thrive.” Sonia Capiche served as a Spanish translator for the reading.
Community speakers included Sunica Peache, identified as with NeighborImpact and a Bend resident, who thanked the council “for renewing the commitment to making Bend the place for all.” Priscilla Galleros, a community member and daughter of immigrants, said she is organizing a Latino heritage community event in October and urged the city to “follow what these words on these papers say” by providing concrete resources. Another speaker, who identified herself as an immigrant and community advocate, asked the city to partner in delivering resources and tools to support Hispanic business owners and community members facing increased barriers.
Councilor Penzias moved acceptance of the proclamation; Councilor Perkins seconded. The motion passed on voice vote.
City staff said a schedule of Welcoming Week events will be posted on the city’s website and encouraged council participation in community events during the week.
