The Beaumont City Council approved a $1.6 million professional services agreement with GHD Inc. on Tuesday to advance preliminary engineering, investigations and environmental work for the downtown revitalization project.
Staff presented the scope as a continuation of a planning study adopted Sept. 17, 2024, and said the new contract will fund geotechnical investigations, hydrology and drainage analyses, a traffic study, utility research, a 30% preliminary design and an environmental document.
Justin (staff presenter) told the council the work will produce a preliminary design report and 30%‑level plans for streets, sidewalks, landscaping and related utilities; environmental analysis is included in the scope. The city solicited proposals and received one responsive bid from GHD, which previously completed the planning study.
During final voting the roll call was recorded as: Councilmember Finn: Yes; Councilmember Martinez: No; Councilmember White: Yes; Mayor Pro Tem Voigt: Yes; Mayor Mary Lara: No. The motion carried.
Councilmembers asked whether the reports and studies would remain valid if the city delayed final design; staff said surveys and technical documents typically remain useful though some items may need updates if the project is postponed for multiple years.
Staff said the work will be delivered in phases and that the contract does not itself obligate construction funds; the agreement covers design and environmental tasks up to the 30% level.
