Committee approves Appleton Northside Business Association—s snowflake lights and light-pole banners

The Appleton Public Arts Committee voted Sept. 3 to approve the Appleton Northside Business Association—s request to install illuminated snowflake decorations and vinyl light-pole banners along Richmond Street and parts of Wisconsin Avenue.
Lily (staff member and ANBA representative) told the committee the Department of Public Works would handle installation logistics and that the ANBA plans to donate the seasonal decorations from its community fund. "They were informed by the Department of Public Works; they're the ones that put up the decorations for them every year," Lily said.
The group described an installation timeline that is subject to Public Works capacity: snowflake lights would likely be installed before Thanksgiving and remain through March; banners would occupy the poles from March to Memorial Day and potentially during other interim periods depending on Public Works availability. The committee heard that prior wreaths on Wisconsin Avenue were purchased in 2011 and lasted at least 14 years; staff said vinyl banners have an estimated five-year lifespan and may fade.
Committee members asked about durability and repairs. Jake Bauer said the city—s history of maintaining prior decorations suggested Public Works would undertake repairs if needed. The applicant said additional spare snowflakes could be kept to ensure consistent appearance over the season.
Elise Christa Michie moved to approve the request for snowflake decorations and light-pole banners as described in the submitted materials; Jake Bauer seconded. The motion carried in committee.
Installation will require coordination with Public Works and We Energies for pole fixtures and mounting hardware. The committee noted the decorations will be donated by the ANBA community fund and no city purchase was required in this request.
The committee also discussed future inventory of older decorative elements (a tower piece) and asked staff to identify usable items for possible reuse at a subsequent meeting.
