Wake County approves relocation of roughly three graves at Carpenter Fire Station Road to Oakwood Cemetery

The Wake County Board of Commissioners voted Sept. 2 to approve a petition to disinter and reinter approximately three graves from property at 7204 Carpenter Fire Station Road to Oakwood Cemetery near downtown Raleigh.
Planning staff recommended the action after the petitioner said the removal is necessary to accommodate a Town of Cary–approved extension of Town Street and an associated greenway in Cary’s extraterritorial jurisdiction. “Planning staff recommends approval request to disinter, relocate, and reinter the Goss Family Cemetery as requested,” said Keith Langford of Wake County planning staff.
The site is a small cemetery on a 2.84-acre parcel that staff and the petitioner described as containing three marked graves that date to the 1920s and one marker dated 1961. The petitioner conducted genealogical research and notified 61 living relatives; staff said six relatives responded and none formally opposed the relocation. The petitioner notified the public and ran the statutorily required newspaper notices and on-site posting.
The petitioner identified the archaeological consultant as Richard Grubbs Associates and proposed Oakwood Cemetery as the reinterment location. Langford said the county presses petitioners to relocate remains into settings that provide perpetual care and to preserve gravestones where feasible. The county will record a removal-and-relocation certificate in the deed records and the petitioner will provide family members with documentation showing the original and new locations.
Commissioner Stallings moved approval; Commissioner Adamson seconded. No public speakers signed up for the hearing and no online comments were submitted. The motion passed by voice vote.
The petition is recorded as PLG-GR-005549-2024; staff noted the number of graves is stated as “approximately three” to cover any additional remains that might be discovered during excavation. The county will provide the family with a certificate that includes names, dates, and a map showing the reinterment location.
