Redlands City Council on Monday approved a package of public-works contracts, event in‑kind support and a federal emergency grant, totaling roughly $2.3 million in new city commitments.
The actions included awards for sewer and sidewalk construction, a contract for a landfill leachate assessment, a multi‑year biosolids hauling contract, city in‑kind support for two nonprofit events and acceptance of a 2024 Emergency Management Performance Grant from FEMA.
Municipal and utilities engineering director Harris told the council the sewer project will “slip line about 4,800 feet of pipe and replace through trenching technology about 3,900 feet of pipe” and will replace 18 manholes; staff estimated the work will take about 60 days. The council awarded the sewer contract to Trico General Engineering for an amount not to exceed $1,494,516. Council also authorized a $529,406.26 contract to Garcon Construction Inc. for citywide sidewalk repairs and Americans with Disabilities Act curb ramps, and approved a sole‑source professional services agreement with Rincon Consultants for a landfill leachate environmental site assessment for $369,750 to address additional requirements raised by the regional water board.
The council approved a nonprofessional services agreement with Synagro WWT Inc. for wastewater biosolids hauling and disposal with an initial one‑year value not to exceed $500,000 and options for two additional years (total potential $1.5 million). Harris said Synagro was the lowest responsive bidder and that the company will determine legal disposal locations as regulations evolve.
The council also approved event in‑kind support requests: $45,271.82 for the Stater Brothers Charities’ “Believe Walk” (expected to draw up to 10,000 participants) and $14,648 in city resources for the Redlands Chamber of Commerce’s Dog Jog (expected about 600 attendees). Evan Sanford, executive director of the Redlands Chamber, said the Dog Jog has raised funds and donated supplies to the Redlands Bridal Shelter in prior years and will include options to walk adoptable shelter dogs this year.
A separate motion accepted a FEMA 2024 Emergency Management Performance Grant award of $16,460 to support partial salary for an emergency operations specialist. Fire Chief Sessler said the position supports emergency planning, CERT and outreach.
All motions recorded roll‑call votes with Council member Barich, Council member Davis, Mayor Pro Tem Shaw and Mayor Salcedo voting yes; Council member Tejeda was absent from closed session and not recorded as voting on these items.
