The Saratoga Springs City Council on Tuesday approved a number of routine and contract items during its regular meeting. Most passed with unanimous or clear majorities; a handful of items drew brief discussion.
Key votes and approvals (votes and amounts as announced at the meeting):
- Public right-of-way ordinance: Council enacted an ordinance amending Chapter 180 (Public Right of Way Use Permit) to centralize right-of-way permitting with the Department of Public Works Engineering. Vote: 5-0.
- Capital plan adoption (see separate article): Adopted 5-0 after public hearing.
- Traffic signal improvements (RFP 2020-448): Awarded to Stilson Electric Inc. for a total not to exceed $667,200, per the Department of Public Works recommendation. Vote: 5-0.
- LED streetlight conversion payment: Authorized payment of an outstanding invoice to the New York Power Authority in the amount of $2,000,000 for the city’s LED streetlight conversion work; council noted projected annual energy savings of about $33,000. Vote: 5-0.
- Snow and ice equipment: Contract with TNT Body King for plow kit and equipment not to exceed $12,736.44. Vote: 5-0.
- Precision Trenchless addendum: Authorized an extension of services for collection system infrastructure renewal through Dec. 31, 2025 (no budget change). Vote: 5-0.
- Payments and invoices approved: Saratoga Springs School District transportation for summer camp $9,495.28; Uncharted Wild (summer camp program) $5,700; Romeo Ford vehicle maintenance $1,349.69; Stryker Sales EMS equipment (over‑PO amount) $1,055.18; City of Utica Fire Academy training $13,000; LaRosa’s Automotive vehicle repairs (police fleet) up to $1,500. Votes: various, all approved (most 5-0 where recorded).
- Budget transfers and amendments: Multiple transfers and contingency transfers were approved across finance and DPW lines, including CSEA retroactive raises and payroll coverage; votes recorded as 5-0 on those items.
- Appeal authorization: Council authorized an appeal of certain issues in the Section 75 decision in City of Saratoga Springs v. Chief Joseph Dolan. Council clarified the appeal will not challenge the chief’s reinstatement; the vote recorded was 3-1-1 (three in favor, one opposed, one abstention).
