Board reviews TASB policy update 01/2025; staff will return policies for adoption

A staff member from Del Valle ISD presented the Texas Association of School Boards (TASB) Local Policy Update 01/2025 for information on Sept. 2, explaining the update contains recommended local revisions and several legal updates produced by TASB’s policy consultants and legal team.
Staff said the packet contains annotated policy language and highlighted local changes the board may consider at a future meeting. Among the local revisions noted were (1) edits to language on board officers and deletion of a sentence saying a district employee may provide clerical assistance, (2) separation of internal board committees (DBB) from advisory/external committees (BDF), and (3) an academic policy change (EI local) that would allow awarding credit when a student passes one semester and the averaged grade of both semesters meets the passing threshold rather than requiring both halves to be passing.
On school‑safety transfers (FDE local), the staff presenter said the word “bullying” was added to clarify transfers tied to safety concerns and described an internal reporting process: administrators complete a bullying report and an investigation that is tied to the Skyward referral system; if investigation determines bullying was a factor, the district addresses both the bullying and the underlying infraction. Staff said transportation to the receiving campus would be provided when a transfer is approved for safety reasons; other transfers may not include transportation.
For attendance‑for‑credit (FEC local), staff described language giving attendance committees and principals more flexibility to award credit when absences are medically related or when other considerations apply. Staff said the policy changes under discussion are local revisions recommended by TASB and that TASB’s legal team reviews the legal updates before distribution. The packet presented in Sept. 2 is informational; staff said the board may request the district attorney to review the recommended changes and will bring policies back for formal adoption at a future meeting.
Trustees asked clarifying questions about how bullying reports are finalized in the district’s systems, whether transportation accompanies approved transfers for safety, what guidance the attendance committee will use to assign makeup work, and whether the district attorney will review the TASB materials; staff said TASB provides the legal drafts but the board may request local counsel review and return suggested edits for adoption.
