McKinney reinvestment board approves Chapter 380 agreement, funds roof repair at 209 East Louisiana

The Reinvestment Zone No. 1 Board in McKinney voted Sept. 2 to approve a Chapter 380 economic development agreement and project plan implementation agreement with 209 Louisiana LLC to fund critical maintenance at 209 East Louisiana Street.
The resolution covers replacement of a TPO roof on a building constructed circa 1890 that staff identified as a high preservation priority in downtown McKinney. Planning manager Cassie Baumgarner told the board the applicant submitted a roof inspection showing multiple leak areas and water infiltration and provided three bids for the work. The total estimated project cost is $47,476.29; the applicant asked for a 50 percent contribution, or $23,738.15, from the reinvestment zone (TRS) to offset the cost.
"Because this is eligible work and it meets our funding policies, staff recommends approval, and we do have the current funds available in the account to cover this request," Baumgarner said. She identified the lowest bid as coming from SLM and noted the request falls under the board's critical maintenance eligibility within the vacant-and-underutilized sites and buildings project category.
Baumgarner said the property is located within the McKinney Town Center and the TRS 1 project area. She presented background material and the roof inspection included in the meeting packet and stood for questions; applicant David Beckett was present but offered no additional comments during the presentation.
Councilwoman Feltes moved to approve the resolution; Dr. Lebo seconded. The board conducted a voice vote; the chair declared the motion passed. Earlier in the meeting the board also voted to approve the minutes from the June 3, 2025 Reinvestment Zone No. 1 meeting following a motion by Councilman Cloutier and a second from Mayor Cox.
The meeting concluded with a motion to adjourn, which the board approved by voice vote. No further actions or follow-up deadlines were specified during the session.
