The McKinney City Council on Sept. 2 considered a slate of land‑use requests from planning staff and applicants and approved multiple rezonings and a convenience‑store specific‑use permit. Council action included approvals for an SUP for a passenger‑vehicle fuel sales convenience store, several rezonings from commercial or planned development to light‑industrial or commercial districts, and other items; one rezone application was withdrawn by the applicant.
Movement convenience store SUP (southeast corner of Court Road and Virginia Parkway): Council approved a specific‑use permit to allow a convenience store with fuel sales. Staff said the applicant increased landscaping and buffer to mitigate proximity to proposed residential; the council approved the item by a recorded vote of 6 in favor and 1 against.
Northwest and northeast corners of State Highway 121 and Tina Drive (VanTrust / Roanoke Manor): An applicant requested rezoning from C‑3 regional commercial to L‑1 light industrial. Despite staff recommending denial because of corridor visibility and the city comprehensive plan’s entertainment place type, the planning commission recommended approval 7‑0 and the council voted to approve the rezoning. The applicant’s representative explained site access limitations and said the owner intends to build and hold quality industrial/warehouse buildings similar to recent developments.
FM 1461 at Astor Park Trail (PD to C‑2 local commercial): Staff recommended approval to support future nearby residential; the council approved the rezoning per staff recommendation.
West side of Stonebridge Drive west of Coughlin Parkway (PD to C‑2): Staff presented the request and noted a late written protest submittal that did not meet statutory requirements; council approved the zoning change.
North Central Expressway area (various C‑3 to L‑1 or PD to L‑1 requests) and County Road 317 (PD to L‑1): Council approved rezonings to allow light‑industrial uses in multiple locations along Employment & Aviation and Employment Mixed place types, consistent with staff recommendations.
Votes and record: The meeting minutes show multiple roll call votes with standard majority thresholds. Several items passed unanimously; one SUP (Movement convenience store) passed 6‑1. One prezone request at the northwest corner of Tennessee and East Heard Street was withdrawn by the applicant and tabled/withdrawn from consideration.
The council instructed staff to carry forward approved rezonings and prepare ordinances and platting steps as applicable; applicants and staff will coordinate on engineering, infrastructure and development conditions during site‑plan and permitting phases.
