The Village of Tivoli Board of Trustees on Wednesday, Aug. 20, 2025, voted to approve a series of administrative resolutions covering employee retirement reporting, training attendance, an IT services contract, a volunteer firefighter service-award plan, short-term licenses for the American Red Cross and the Dutchess County Water and Wastewater Authority, and the village’s annual financial report.
Why it matters: the package formalizes routine municipal operations (retirement reporting, training), authorizes ongoing and near-term infrastructure work and licenses, and commits the village to an IT services agreement the board said will strengthen cybersecurity and active monitoring of village systems.
The board approved the following items (roll calls recorded in the meeting were unanimous “aye”s; no nays were recorded in the transcript):
- Standard work day and reporting for New York State and Local Retirement System: The board established standard work days for elected and appointed officials and employees to be reported to the New York State and Local Retirement System based on timekeeping or activity records. Job titles and standard workday hours noted in the resolution included mayor (7 hours), trustees (7), village justice (6), clerk (7), treasurer/deputy clerk (7), and recreation camp counselors (7). Motion to adopt the resolution passed on roll call.
- Authorization to attend schools and conferences: Under chapter 24, article 5 of the General Municipal Law, the board authorized specified officers and employees to attend training and association meetings (examples listed in the resolution include Dutchess County Supervisors and Mayors Association and Dutchess County Planning Association and a fall training school). The resolution takes effect immediately.
- Awarding and authorizing execution of an IT services agreement with WebJocker: The board approved entering into professional information-technology management services with WebJocker (New York corporation). The resolution and a companion agreement authorize active monitoring, at least an annual cybersecurity assessment and at least one annual cybersecurity training for officers and employees. The contract amount cited in the agreement text is an estimated $540 per month; the board recorded that this is less than prior ad-hoc/reactive costs. Motion and roll call carried.
- LOSAP (Length of Service Award Program) plan documents for volunteer firefighters: The board authorized execution and distribution of updated LOSAP plan documents prepared by Penflex Incorporated (effective dates and plan history are cited in the resolution). The program pays eligible members a lump-sum service award upon reaching entitlement age unless a different actuarially equivalent form is later approved by the board. Motion and roll call carried.
- License for the American Red Cross to park one vehicle in Municipal Lot West: The board approved a revocable, limited license permitting the American National Red Cross to park one non–blood-mobile vehicle in Municipal Lot West (101 Broadway / Municipal Lot West) from Aug. 21, 2025, through Aug. 20, 2026, subject to rules and regulations in an attached exhibit. Motion and roll call carried.
- License agreement with Dutchess County Water and Wastewater Authority (DCWWA) for pump-station work staging: The board approved a license permitting DCWWA to use a portion of Municipal Lot West — part of the rear grassed area and three parking spaces — as a staging area to support pump-station improvements. The work window in the resolution is August 2025 to Dec. 31, 2025; the resolution references an intermunicipal agreement dated Feb. 27, 2019, between the village and DCWWA. Motion and roll call carried.
- Acceptance of the Annual Financial Report (AFR): The board accepted the village’s annual financial report as presented to trustees. Michelle Sikorsky was thanked in the meeting for providing the report. Motion and roll call carried.
Minutes, bills and routine approvals: The board approved the July 16 minutes and accepted the treasurer’s report. Treasurer Bonnie Day reported that the bills to be paid totaled $55,868.84; the treasurer’s report and payment of bills were approved by roll call.
What the board recorded about process and timing: Several resolutions were noted to take effect immediately; many delegations of execution authority were phrased to allow the mayor or, in her absence, the deputy mayor to sign the documents and to file copies with the village clerk.
Votes at a glance (formal actions recorded in the meeting): all items listed above were approved on roll call during the Aug. 20 meeting; the transcript recorded ayes from board members and no recorded nays.
