Plan Commission approves preliminary plat for Campo Del Sol Phase 3, 455 single-family lots

The El Paso City Plan Commission on Aug. 28 approved a major preliminary plat for Campo Del Sol Phase 3, a 90.18-acre residential subdivision west of McCombs Street and north of Gateway South Boulevard that proposes 455 single-family lots, eight parks totaling 4.66 acres and two drainage ponds totaling 3.71 acres.
Mirna Aguilar, planning staff, told the commission the applicant is proposing on-site ponding for stormwater and primary access from Preston Foster Boulevard. Aguilar said the applicant requested two exceptions: to waive 1 foot of roadway on proposed local streets to match existing conditions and to waive construction of 4 feet of roadway along Preston Foster Boulevard. “Staff recommends approval of Campo Del Sol phase 3 on a major preliminary basis and approval of the exception request as they both comply with title 19 requirements,” Aguilar said.
George Hallou, the applicant’s representative with SLA Engineering, said he coordinated with staff and the Parks Department and “will agree with all staff comments.” Commissioners asked clarifying questions about sidewalks, parks and drainage during the public hearing; Aguilar said the parks figure was reduced from 4.8 acres because a utility easement crossed a previously dedicated portion and the revised layout still meets park requirements. On drainage, Aguilar confirmed the subdivision will rely on two on-site stormwater ponds and an on-site storm drain system.
After brief discussion and no public comment, the commission moved, seconded and voted to approve the preliminary plat and the requested exceptions. The motion carried.
The commission’s action forwards the recommendation to the City Council, per the commission’s review authority under the El Paso City Code and Plan El Paso guidance. Any required engineering, permitting and final plat approvals remain subject to subsequent city review and permitting.
Looking ahead, staff and the applicant will complete final engineering and permitting steps, including the binding conditions and construction requirements cited in the staff report.
