HydroSource seeks to convert vacant Skelly Drive dealership into manufacturing; planners back rezoning to IL

An applicant seeking to repurpose a former Chevrolet dealership on Skelly Drive presented a request to rezone roughly 11.5 acres at the southeast corner of East Skelly Drive and South Memorial Drive to the IL (industrial-limited) district with an optional development plan.
Planning staff said the property owner wants to convert the existing building for a hose-and-tooth assembly facility for HydroSource, a local manufacturing firm. The Planning Commission voted 8–0 in favor of the land-use amendment (from "multiple use" to "employment") and recommended approval of the IL zoning with an ODP.
Councilor Karen Gilbert told the committee a neighborhood meeting drew support and that business representatives emphasized HydroSource had outgrown existing facilities. Planning staff said the ODP was voluntarily submitted to limit certain intense uses that an IL district could otherwise allow.
The site is a former car dealership that has been vacant for several years; staff said the ODP is intended to help integrate the industrial use with nearby uses through screening and use restrictions. No significant public opposition was reported to planning staff. The committee took the presentation and asked follow-up questions about screening and nearby commercial uses.
The recommendation will move forward through the council process for a final vote and any required public hearing.
