Votes at a glance: Program Advisory Committee actions forwarded to full commission

The Program Advisory Committee recorded three formal advisory actions during the meeting and forwarded recommendations to the full Mental Health Services Oversight and Accountability Commission for consideration.

1) Adoption of minutes: The committee adopted the minutes of the July 17, 2025 Program Advisory Committee meeting. The motion to adopt the minutes was moved by Commissioner Madrigal Weiss and seconded by Commissioner Chambers. The recorded vote showed Commissioners Burnick, Chambers, Cross, Designee Swartz, Chair Tsai and Vice Chair Madrigal Weiss voting yes; Commissioners Bair and Fernandez were marked absent.

2) Innovation Partnership Fund framework: The committee voted to recommend that the full commission consider adoption of the Innovation Partnership Fund framework (version 3), moved by Commissioner Bernick and seconded by Commissioner Chambers. The recorded yes votes were Burnick, Chambers, Cross, Designee Swartz, Chair Tsai and Vice Chair Madrigal Weiss. The committee emphasized statutory alignment with Prop 1/BHSA and requested further legal and interagency review on prevention scope and RFP eligibility.

3) BHSSA administrative and evaluation funds: The committee voted to forward staff options for allocating the one-time BHSSA administrative funds ($5,600,000 remaining) and one-time evaluation funds ($10,900,000 remaining) to the full commission for final action. The motion was moved by Commissioner Bernick and seconded by Vice Chair Madrigal Weiss. The recorded yes votes were Burnick, Chambers, Cross, Designee Swartz, Chair Tsai and Vice Chair Madrigal Weiss.

All three motions were recorded as adopted by the advisory committee and will be presented to the full commission for final decisions; staff noted that encumbrance and procurement actions must comply with statutory requirements and deadlines.
