Kazier told the council the general fund showed a negative for July primarily because July was a third-payroll month (the city runs 26 payrolls per year and two months have three payrolls). He also said a large closing on a school building—about $390,000—along with the city hall roof and two police vehicle purchases for the capital-improvement program were the primary drivers of the month’s outflow. He described overall budget performance as “pretty solid” for the year and noted that typical property-tax receipts arrive later in the fiscal year (bulk receipts in April and August/September), which will raise several funds later.
Council moved to approve the July financial reports and the motion passed. Kazier said, apart from special projects and the cemetery perpetual fund, the funds are generally in positive positions and capital projects are proceeding.
